01.Standards We Follow
This site is designed to substantially conform to:
- WCAG 2.1 Level AA — Web Content Accessibility Guidelines published by the W3C.
- Section 508 of the U.S. Rehabilitation Act — accessibility requirements for federal information and communications technology.
- Revised Section 508 ICT Refresh (2018) — alignment with WCAG 2.0 Level A and AA success criteria.
02.Assistive Technology Compatibility
We test the site with the following combinations:
- Screen readers: JAWS and NVDA on Windows, VoiceOver on macOS and iOS, TalkBack on Android.
- Browsers: Recent versions of Chrome, Edge, Firefox, and Safari.
- Input methods: Keyboard-only navigation, voice control (Dragon, Voice Control), and switch devices.
- Display settings: Browser zoom up to 200%, high-contrast and reduced-motion preferences.
03.Accessibility Features
- Semantic HTML structure with consistent heading hierarchy and landmark regions.
- Descriptive alt text for informational images; decorative images marked as such.
- Keyboard-accessible navigation, including visible focus indicators on interactive elements.
- Color contrast that meets or exceeds WCAG 2.1 AA ratios for body text and interactive components.
- Form fields with clear labels and accessible error messaging.
- Skip-to-content links and ARIA attributes where native HTML semantics are insufficient.
04.Ongoing Improvements
Accessibility is not a one-time activity. We conduct periodic accessibility audits using automated tools (axe, Lighthouse, WAVE) and manual reviews. Findings are tracked in our engineering backlog and remediated on a defined cadence. We also train our designers and developers on accessibility patterns as part of onboarding and continuing education.
05.Known Limitations
Despite our efforts, some content on the Site may not yet fully meet WCAG 2.1 AA—particularly older PDF documents and third-party embedded content. If you encounter an inaccessible element, we want to hear about it so we can address it.

07.Formal Complaints
If you are not satisfied with our response, you may file a complaint with the U.S. Department of Justice or the appropriate authority for your jurisdiction. Federal employees may file a complaint under Section 508 with their agency's Section 508 Coordinator.
